This a rare long bladed version of almost certainly an Afghan Khyber Knife (rather than a Central Asian Peshkabz, though the two are often the same thing). Notice how the knife is almost completely covered by the scabbard / sheath.

The 23 inch steel blade has rust spots which could be removed as the blade is very solid. The blade is firm in the hilt. The horn grip with worked brass surrounds has a few chips. The scabbard / sheath is sound but aged and splitting in places and with some damage. The knife sheathes and draws well enough still.
